Where a homestay, a hostel or a rental block makes sense

The same ellipse as our land report, from Visakhapatnam up to Nilabadi and the Koraput hills, scored three ways: a homestay or Airbnb, a Zostel-style backpacker hostel, and a multi-storey rental building.

Desk study from open data and published news figures. It names general areas, never plots. It is not legal, tax or investment advice.

Summary

The short answer

  • Homestay / Airbnb: the Vizag coast scores highest: Rushikonda–Sagar Nagar (90.1), Yarada coast (89.7), Bheemili coast (86.8). The hill zones (Araku, Chaparai, Borra–Ananthagiri) have the biggest crowds and the best scenery, but they are Scheduled Areas, where outsiders cannot buy land. There the realistic routes are a tribal-owned homestay or a lease or partnership that a lawyer has checked.
  • Zostel-style hostel: Vizag station–Dwaraka Nagar (91.4), Vizag beach road (Siripuram–RK Beach) (87.2), MVP Colony–Lawsons Bay (82.4). Central Vizag has the rail and bus links, students and beaches, but Zostel already runs a Vizag hostel. We found no Zostel or goSTOPS listing in Araku, which ranks 4th (80.1). Vizianagaram (72.9) is a rail-junction outsider, close to the new airport.
  • Multi-storey rental building: Seethammadhara (87.5), MVP Colony (82.7), Akkayyapalem (81.3), then Madhurawada (71.9) and Gajuwaka (71.5). Gajuwaka has the best published gross yield (about 3.3–4.0%), and Madhurawada is next to the IT hills. Gross yields in Vizag are low, about 2.5–4.0% before costs, so a rental block is a long-term hold, not a cash machine.
  • Biggest caveats: strong seasonality (the hill season runs roughly October to February), monsoon and cyclone exposure on the coast, fast-growing homestay supply around Araku, and gaps in OpenStreetMap that undercount hotels in the hills.

Scores are 0–100 within each track and only compare zones inside that track. A 90 for a homestay and a 90 for a rental block do not mean the same thing.

Coral circles are homestay zones, navy squares hostel zones (H) and gold circles rental localities (R). Grey dots are the attractions we scored. Use the layer button to switch tracks or to a satellite view.

Track 1

Homestay or Airbnb

For a small stay of up to six rooms. The score rewards attractions nearby, published visitor numbers, road and rail access, scenery, demand, whether an outsider can legally own the land, and low cyclone risk.

Rules

Rules that decide what you can build

Andhra Pradesh homestays and B&Bs

The AP Tourism Policy 2024–29 and its operational guidelines (G.O.Ms.No.30) cover homestays and B&Bs. A homestay has 1–6 lettable rooms (2–12 beds) and the owner's family lives there. A B&B has the same cap but can be run by an agent or operator. Only units registered with the AP Tourism Authority (APTA portal) that meet the quality and safety standards qualify for incentives.

Tribal homestays in Alluri Sitharama Raju (ASR) district

ASR is one of 18 districts in a tribal homestay scheme, and the owner must be a tribesperson. A separate "Homestay" category does not need tribal ownership, and about 700 houses had been identified for it in Ananthagiri, Dumbriguda, Paderu, Araku and other mandals (The Hindu, Aug 2025). By Nov 2025, 150 homestays had been approved. Homestays are recognised as MSME units, eligible for up to 35% subsidy, and graded silver or gold (The Hindu, Nov 2025).

Odisha homestays

Odisha's Go Homestay scheme gives financial incentives only for homestays in notified gram panchayats, to applicants aged 18 or over with no criminal record. It covers up to 4 rooms (8 beds) and needs clear ownership or a lease of at least 10 years. See also the Odisha Gazette notification.

Fifth Schedule land

Araku, Paderu, Lambasingi, Borra–Ananthagiri and the whole of Koraput and Rayagada districts are Scheduled Areas (Ministry of Panchayati Raj list). In AP, Regulation 1/70 bars land transfers to non-tribals. A tribal joint action committee has said non-tribal construction there is illegal under 1/70 and listed about 400 such structures in Araku Valley and 650 in Paderu (Deccan Chronicle). In Odisha, on 29 Jan 2024 the Cabinet withdrew its decision to amend the rules so tribal land could be transferred to non-tribals, so the restrictions of Regulation 2 of 1956 still apply (Kalinga TV, Sambad English). We found no source that clears a lease to an outsider in a Scheduled village. Treat any lease or partnership there as needing legal advice first. The tribal-owner homestay models above are the clearly sanctioned route.

Coastal Regulation Zone (CRZ 2019)

In rural CRZ-III areas the No Development Zone is 200 m from the high tide line. It drops to 50 m only in densely populated CRZ-III A areas, and only after an approved coastal zone management plan. Inside the NDZ, tourism is limited to temporary facilities such as shacks, toilets and walkways, at least 10 m from the high tide line (MCZMA, notification). This hits beachfront plots at Rushikonda, Yarada, Bheemili and Kalingapatnam.

Cyclones

Hudhud crossed the coast at Visakhapatnam on 12 Oct 2014 with 180 km/h winds, killed 63 people in Andhra Pradesh and damaged 2,00,673 houses. Titli hit the Srikakulam coast in Oct 2018, killed 14 and damaged 50,120 houses (APSDMA; IMD reports on Hudhud and Titli). Coastal buildings need wind-rated design and insurance.

Building permission (VMRDA area)

Plans go through the online APDPMS system (VMRDA planning). Under the AP Building Rules 2017 (G.O.Ms.No.119), a residential building of 18 m or more, stilt floor included, is a high-rise and needs prior fire-safety clearance. Buildings over 10 m also need soil and structural reports.

Caveats

What could go wrong

  • Seasonality: the hill season peaks in winter. In 2019, Borra and Araku had about 88,095 visitors in April–May, against 1,10,622 a year earlier. The report blamed heat and humidity, and a tourism official said over 70% of Vizag's tourists came from West Bengal (TOI, Jun 2019). A homestay that fills in December may sit near empty in May.
  • Monsoon: heavy rain disrupts Vizag (The Hindu, Aug 2025), and ghat roads, waterfalls and streams become risky from June to September.
  • Oversupply around Araku: supply is growing fast: 700 houses were identified for homestays and 150 had been approved by Nov 2025. Illegal construction is disputed. No public figures on off-season occupancy exist, so we cannot measure whether there is already too much supply. Ask local operators before you build.
  • OpenStreetMap gaps: OSM maps almost no hotels around Araku, Borra, Paderu or Lambasingi, although news reports describe them as full in season. That is why hotel density carries only 5 points. College, hospital and bus counts are OSM counts too, and incomplete.
  • Missing figures: where no rent or yield was published (Akkayyapalem, Anakapalli, Kurmannapalem, Anandapuram, Tagarapuvalasa, Atchutapuram) we gave a neutral 0.5. Their rental ranks could move either way.
  • Approximate points: zone centres are rounded to 3 decimals. Vanjangi is placed approximately, near Paderu.
  • Not covered: construction cost, finance, taxes, platform fees and actual occupancy rates. None of these were available as sourced figures for these areas.

Method

How we scored

Zones were chosen by hand from known destinations, transport hubs and the localities in the land report, then checked to lie inside the land ellipse. Distances are geodesic, straight-line distances. Each factor runs from 0 to 1, falls linearly between a "good" and a "bad" distance, and is multiplied by its weight. Relief, elevation and coast distance come from the Copernicus GLO-30 DEM and the grid in the land report. Points of interest come from the OpenStreetMap extracts for Andhra Pradesh and Odisha, 190 hotels, 193 colleges and 689 hospitals or clinics inside the ellipse. Hotel and lodge names are not published.
